The quite spacious interior of the upper deck of gas bus 425. Due to weight issues, the seats are well spaced to limit capacity - indeed even the back seat only has four places, not five - giving a capacity of 42 upstairs in these 12 metre buses. The combination of PSVAR requirements and the weight issue means there are only 30 seats downstairs, giving a capacity of 72 in a vehicle weighing over 12 tonnes.
For comparison, the last NCT Atlanteasn, in dual door configuration allowing shorter dwell times, a 9 tonne weight and 9.5 metre length seated 80 (47 upstairs, 33 downstairs). Given the capital cost penalty, and the loss of capacity, it is clear to see why fare increases and service cuts are happening in the face of accessibilty and envronmental requirements. Forcing people into cars does not help pollution levels - even 80 modern cars will produce more pollution than an Atlantean!
